Selling a Condo in Bellevue, Redmond or Kirkland in 2026: Pace, Paperwork and Price

Short answer: Condos in Bellevue, Redmond and Kirkland are taking longer to sell than they did this spring. Over the three months ending September 2026, Redfin shows a median of 42 days on market for Bellevue condos, 81 for Redmond and 37 for Kirkland, with medians of $549,943, $406,958 and $514,447. For a condo seller, two things help most: pricing against the units buyers are touring now, and having the association’s resale certificate in hand before you list.

Citywide, the average sale-to-list ratio in September 2026 was 97.2% in Bellevue, 97.4% in Redmond and 97.7% in Kirkland. Only 7.8% to 10.9% of homes in these cities sold above list. That’s a very different market from Everett or Edmonds, where about three in ten did.

All three cities had their fastest condo market in late spring and summer. Redmond went from 22 days in July to 81 now; Bellevue from 18 in May to 42. Last winter, Bellevue condos took a median of 68 days by February. If you list this winter, plan for something closer to that.

The resale certificate, step by step

Washington’s common interest ownership act, RCW 64.90.640, governs what a condo seller has to hand the buyer from the association:

  • Timing. The association must furnish the certificate within 10 days after you request it.
  • Cost. Preparation can’t exceed $275, and it can’t include extra charges for documents the association already keeps online for owners. An update within six months of your earlier request can cost up to $100.
  • No third-party accounts required. The association can’t make you sign up with a third party to pay for or receive the certificate.
  • What’s in it. Among other things: the assessment currently due on your unit and any delinquent amounts, any expenditure or repair cost expected to exceed 5% of the annual budget, whether the association has a reserve study, the annual financial statement and current budget, unsatisfied judgments and legal actions involving the association, insurance coverage, and restrictions on renting the unit.
  • The buyer’s window. The buyer can cancel within five business days of first receiving it, unless they received it more than five business days before signing the purchase agreement.
  • Your liability. You aren’t liable to the buyer for erroneous information the association put in the certificate.

Order it as soon as you decide to sell. A buyer who has the certificate before writing an offer can’t use the five-day window to back out later, and anything that might worry a buyer, like a low reserve balance or a pending assessment, is better known before you set the price.

Buyers using ARCH down payment assistance

Some buyers for Eastside condos will be using the Washington State Housing Finance Commission’s ARCH program. Its page lists up to $30,000 in down payment assistance at 4% simple interest for homes in ARCH member cities, which include Bellevue, Redmond and Kirkland, with an existing-home price limit of $646,000. It combines with the Commission’s Home Advantage or House Key Opportunity first mortgage programs. The home must be the buyer’s principal residence, and the page says it must not have been occupied by a tenant within 90 days of the purchase and sale agreement, which matters if your condo has been rented. All three cities’ condo medians are under the price limit. For a seller, that mostly means expecting a lender-driven timeline and having association documents ready when the lender asks. Program terms belong to the Commission and the buyer’s lender, so check the current page before relying on them.

Excise tax at condo prices

Bellevue$549,943$8,844$8,799
Redmond$406,958$6,511$6,511
Kirkland$514,447$8,231$8,231

State graduated REET plus the 0.50% local rate (DOR local rate table effective May 1, 2026), before DOR’s $5.00 technology fee. Calculated at the median, not a quote; your figure depends on your actual price. Prices: Redfin condo medians, three months ending September 2026, checked October 30, 2026.

For sales through December 31, 2026, the state rate is 1.1% on the part of the price up to $525,000, 1.28% from there to $1,525,000, 2.75% to $3,025,000, and 3.0% above that. For sales beginning January 1, 2027, DOR has raised those thresholds to $551,000, $1,551,000 and $3,051,000 at the same rates. That trims about $46.80 off the tax on most sales between $551,000 and $1,525,000; sales of $525,000 or less pay the same either way. At these condo prices, only the Bellevue median sits above $525,000, so only Bellevue sees a small change in 2027. DOR says the seller usually pays REET; if not, the buyer is responsible and unpaid tax can become a lien on the property.

Disclosure

Washington’s seller disclosure law covers residential condominium resales (RCW 64.06.005), apart from sales that require a public offering statement. Unless the buyer waives it or the sale is exempt, you deliver the disclosure statement within five business days of mutual acceptance unless you agree otherwise, and the buyer has three business days to accept it or rescind (RCW 64.06.030). RCW 64.06.020 currently has two versions on the Legislature’s site: one marked effective until January 1, 2027, and one effective January 1, 2027. The 2027 version adds Environmental question 7L, which asks whether the property includes a family burial ground, mausoleum or columbarium. If your listing runs across the new year, confirm which form you’re using when the disclosure is delivered.

FAQ

How long are condos taking to sell in Bellevue, Redmond and Kirkland?

Over the three months ending September 2026, Redfin shows a median of 42 days for Bellevue condos, 81 for Redmond and 37 for Kirkland. All three were much faster in the spring.

Why did Redmond's condo median fall so much?

Redfin shows Redmond's condo median at $406,958, down 32.1% from a year earlier, on 32 sales. With that few sales, a change in which condos sold, such as fewer large or newer units, can move the median a lot. It doesn't mean every Redmond condo lost a third of its value; your price should come from comparable recent sales in your building and nearby.

What does a Washington condo resale certificate cost?

Under RCW 64.90.640, the association can charge up to $275 to prepare it and can't add charges for documents it already keeps online for owners. Updating a certificate within six months of your earlier request can cost up to $100. The association has 10 days after your request to provide it.

Can a buyer back out after getting the resale certificate?

Yes. The buyer can cancel within five business days of first receiving the resale certificate, unless they received it more than five business days before signing the purchase agreement. That's why it pays to order it before you list.

Can buyers use down payment assistance on an Eastside condo?

Some can. The Washington State Housing Finance Commission's ARCH program offers up to $30,000 at 4% simple interest for homes in ARCH member cities, which include Bellevue, Redmond and Kirkland, under a $646,000 existing-home price limit. All three cities' condo medians are under that limit. Eligibility and terms are set by the Commission and the buyer's lender.
